CPAET was founded by Yuhong (Ellen) Xue, a seasoned political financing professional whose expertise was shaped inside Canada’s federal election system — not learned from the outside.
Before founding CPAET, Ellen worked directly for Elections Canada, where she was involved in the review and audit of financial returns for candidates across multiple federal general elections and by-elections. Her work extended beyond campaign returns to include the financial compliance of Electoral District Associations (EDAs) and third-party. This experience gave her a rare, comprehensive view of how political financing rules are applied, enforced, and audited in practice.
What Ellen witnessed repeatedly was not a lack of effort or integrity from candidates and other political entities, but a system that is highly technical, unforgiving of small errors, and difficult to navigate without specialized expertise. Filing requirements are complex, deadlines are rigid, and the consequences of non-compliance can be personal and long-lasting. Many campaigns struggle not because they are careless, but because political financing is fundamentally different from ordinary accounting.
Recognizing this gap, Ellen founded CPAET with a clear and deliberate vision: to build Canada’s first firm dedicated exclusively to political financing filing and audit — a firm designed around the realities of the Canada Elections Act, not adapted from general accounting practices.
To achieve this, she assembled a multidisciplinary team with backgrounds in accounting, auditing, data analysis, and information technology, and embedded modern tools, such as AI-assisted validation and automated compliance workflows, into CPAET’s processes. The result is a structured, transparent, and audit-ready approach that reduces risk, improves accuracy, and brings clarity to one of the most regulated areas of political activity.
